The governor’s wife, who said that nursing mothers should take post-natal services seriously as it mattered greatly to the good health of the new born, also advised them to also pay attention to their own health. “I wish to emphasise that post-natal care of the baby is just as important as the ante-natal; therefore, mothers must take necessary steps to ensure the well-being and good health of their babies.” Ambode also stressed the need for mothers to take advantage of routine immunisation provided by the state government through the primary healthcare centres to protect their children and ensure the birth registration of their babies. Earlier, the Commissioner for Health, Dr Jide Idris, said the government was committed to “strengthening health infrastructure, improving programmes and expanding services” toward promoting neonatal and child survival as well safe motherhood. Idris expressed optimism that with the implementation of the state’s health scheme more residents would have access to the facilities. Also, the Chairman, State House of Assembly Committee on Health, Mr Segun Olulade, harped on the strengthening of the referral institution, the primary health facilities. “In strengthening them, we expect that the first point of call should be the primary health centre where you can be referred to the General Hospital if you cannot be properly taken care of,” Olulade said. He said that this would reduce congestion at the secondary and tertiary institutions. While thanking Mrs Ambode on behalf of other parents, Mrs Kehinde Adeoye, prayed for the governor, his family and the state. Governor Akinwummi Ambode, disclosed this at the retirement benefit bond certificate presentation ceremony in Lagos. Lagos State Governor, Mr. Akinwunmi Ambode Represented by the Commissioner Establishments, Training and Pensions, Dr. Akintola Benson Oke, the governor noted that the money had been credited into the accounts of the retirees. He said, “The State Government is very much committed to the regular contribution of the monthly deduction of 7.5% from the salary of every employee and the payment of the employer’s 7.5% contribution. As at November, 2017 the total contributions remitted to the PFAs from April, 2007 to date is about N83 billion. In essence, the Lagos State Government’s funding of employees pension rights under the Contributory Pension Scheme in a period of 10 years is about N150 billion; and today, the sum of N1 billion will be credited into the Retirement Savings Account of the 46th batch of retirees of the Contributory Pension Scheme.” According to him, in less than three years – August, 2015 to December, 2017, the state had paid accrued pension rights of N33 billion to 8,300 retirees, stressing that accrued pension rights previously paid before the current administration (2010 to mid- 2015) amounts to N33, 645 billion to 7,409 retirees and that since the commencement of the Retirement Benefit Bond Certificate Presentations in 2010, the State has paid accrued pension rights of over N66.5 billion to more than 15,709 retirees/withdrawn staff. </span></div>

Obaseki said that the appreciable rise in revenue collection was as a result of various institutional reforms being implemented in the state, noting that the use of automated systems, such as Point of Sale (POS) machines, tax vouchers, among others, have revolutionised revenue collection in the local councils. He added that the increased revenue profile has made local councils buoyant and now able not only to meet their statutory obligations, but also contribute to development. The governor said that the state took a methodological approach in attaining the feat with IGR, as it conducted pilot study in 9 locations in Oredo local council, to operationalise the concept, adding, “When we conducted the study, Oredo LGA used to remit N42,000 a day, but after we introduced electronic devices, that sum climbed to N500,000.” Assuring that even more revenue is expected in the coming months, he said, “We are opening up Edo State for business and companies are heading down here. It is expected that with increased business activity to be occasioned by our investment drive in the state, more companies will spring up and the revenue profile we see today, will rise even further.” Obaseki said that the state is now a Mecca for investors, which is why heavyweights in agriculture, Fast Moving Consumer Goods (FMCG) companies, and manufacturers are siting their businesses in the state. He added, “The State Government is open for business because of our peculiar location as a nexus to different parts of Nigeria. This is why the companies are coming here. The influx of businesses will provide avenues for increased activity, create more jobs and will drive development.”</span></div>

Aisha Buhari who spoke at the closing ceremony of the skills acquisition programme, said since the inception of the APC administration in the nation, not less than 10,000 youths and women had benefited from the skills acquisition training programme under her pet project, ‘Future Assured” and have become owners of businesses and entrepreneurs. She said the Federal government has approved the sum N500 billion for social Safety Network initiated by the president for the poor and less privileged persons in the country. The wife of the president said that the turnout of women and youths for the skills acquisition programme in the state had portrayed their interest in income generation which at the long run, the economy of the nation would benefit from the scheme. “I want to urge the beneficiaries of this laudable skill acquisition programme to make use of the skills become employers of labour and solve your immediate financial challenge Before I got married, I had only a secondary school certificate, so i am encouraging women to acquire education on time in order not to miss out on laudable interventions by the government. He therefore said that Government was investing heavily in technology equipment and strategies to aid security agencies carry out their primary function of policing the State efficiently. “Technology can reach where man cannot. This is why your State has invested in mobile CCTV vans with control units, provision of drones, robotic bomb disposal equipment, tracker, bomb detectors, mobile scanners etc. The State has also commenced the installation of CCTV cameras and is in talks for the purchase of surveillance aircraft that carry special cameras with 3D imagery, infrared and thermal imagery which can effectively gather intelligence in all parts of the State and would assist significantly in dealing with the menace of kidnapping,” Governor Ambode said. The Governor, however, seized the occasion to urge owners of businesses and organisations to install CCTV cameras in their premises to help expand the reach of law enforcement agents in the event of any security breach. “We still need your continued support in providing equipment and logistics for the police and other security agencies through your contributions to the Lagos State Security Trust Fund. “Be assured that the Lagos State Government is committed to rid our society of those that opt for crime. Our continued provision of equipment and logistics for the security agencies operating in Lagos is evident to this. Our government will also continue to provide state of the art infrastructure in order to achieve our vision of making Lagos a safe, prosperous and smart mega city,” he said. Speaking on the plan by the Federal Government to demolish Jibowu and Costain bridges in Lagos, Governor Ambode said the development is necessary to give way for the new rail project which according to him, will be beneficial to the economy of the State and Nigeria as well. “The Jibowu and Costain bridges will give way for the laying of tracks of a Lagos-Ibadan rail project. The demolition would give room for a track that would stretch from the old Fela Shrine to WAEC end and the track will be constructed in such a way that no vehicle can cross it,” Governor Ambode said. Earlier, the Commissioner of Police in the State, Mr Edgal Imohimi, said the introduction of community policing and the increase in police visibility had resulted in 35 per cent decline in crime in the State. Imohimi, however, said that despite massive contributions by the State Security Trust Fund, dearth of patrol vehicles remained a challenge. “Many vehicles attached to the divisions have become rickety and unserviceable due to old age and over usage,” he said. Imohimi, however, said the command would not relent in its efforts to consolidate on the achievements recorded so far, but would appreciate if additional critical fighting equipment were provided saying that it would help to improve on the successes so far recorded in the command’s fight against crime and criminality. Also speaking, Secretary of the LSSTF, Mr Abdulrazaq Balogun, said there was need for organisations to engage in consistent and sustainable security model, expressing optimism that it will go a long way to enhance strategic planning for improved security in the State.<br /></div>

The United Nations General Assembly, 69 years ago adopted the UDHR as Resolution 217 at the Palais de Chaillot in Paris, France on December 10, 1948. Already, the United Nations has kicked off a year-long campaign to mark the upcoming 70th anniversary of the Universal Declaration of Human Rights. The world body has started a campaign with hash tag #Stand Up 4HumanRights. According to the United Nations, UN, the UDHR is a document that proclaimed the inalienable rights which everyone is entitled to as a human being-regardless of race, colour, religion, sex, language, political or other opinion, national or social origin, property, birth or other status. Already, the document has been translated into more than 500 languages across the world. The document which was drafted by representatives of diverse legal and cultural backgrounds from all regions of the world, sets out universal values and a common standard of achievement for all people and nations. It establishes the equal dignity and worth of every person. The principles enshrined in the Declaration are as relevant today as they were in 1948. Our focus is for the Federal Government to step up actions on the National Action Plan on Human Rights in ensuring that human rights of the citizenry are realised. “The rights are specifically based on social economic rights of the people. There is need for more action by the government to ensure that Nigerians enjoy the benefit of democracy by ensuring that the provisions in Chapter 2 of the 1999 are realisable, that is that the economic and social rights of Nigerians are achievable.</span><span style="background-color: white; color: #0d0d0d; font-family: "roboto" , sans-serif; font-size: 15px;">The message is that every person, especially, the youths should be made to know the provision of the UDHR. “The commemoration of the UDHR, established on December 10, 1948, is an event worthy of celebration every year. My advise is that every Nigerian should be active in the protection of his or her fundamental rights by holding the government and political office holders accountable for upholding the human rights of the citizenry.” Another rights group, Access to Justice, AJ in a statement by its Deputy Director, Dr. Adenike Aiyedun, said: “As the United Nations has said on several occasions, human rights are inalienable rights and every state is under an obligation to respect, promote, defend and protect the rule of law. The rule of law requires respect for the principles of supremacy of the law, equality before the law, accountability to the law, fairness in the application of the law, separation of powers, public participation in decision-making, legal certainty, avoidance of arbitrariness and procedural and legal transparency by all arms of government. Some of these precepts have, however, not been duly observed by the government of the day. “With the present state of affairs in the country, unfortunately, the significance of “human rights day” for Nigerians will be a pale one. Practical evidence shows that the Nigerian government regards the rule of law and human rights as expendable obligations and rights and will readily sacrifice these values for any cause of action it chooses to take, without due regard for the protection of the rights of its citizens. “With the recent activities of President Muhammadu Buhari’s government, he has managed to re-create an era of imperial Presidency, where no one is able to hold off the powers of the State and no court can compel the State to respect its decisions. “The present administration has exhibited and continues to exhibit no regard for court orders, by willfully disobeying and flouting various court orders and rulings, thereby undermining the role of the judiciary. “Furthermore, some State security officers have exhibited excessive forms of brutality and on some occasions leading to death. Under President Buhari’s government, thousands of Nigerians have lost their lives to State violence perpetrated by forces of the State. “We hereby urges President Buhari to repair the huge damage done to the security and enjoyment of human rights of Nigerians, as well as, the rule of law in the country. In order to do this, we ask the President to lead by example and show more accountable leadership whenever there are human rights violations. We also implore him to respect the authority of courts, urgently reform the institutions of law enforcement and security, and bring to justice all those who have gravely violated the rights of others.” Also, Legal Defence and Assistance Project, LEDAP in a statement by its Executive Programmes Director, Adaobi Egboka, on the state of human rights in the country at present, said “LEDAP observes that Nigeria is at a critical stage where the questions of human rights and its priority in our national existence must be seriously regarded by the Nigerian Government. “LEDAP is greatly concerned over the frequent coercive interaction of law enforcement agencies, the military and other security agencies with civilians which brings to the fore the need for more to be done by the current President Buhari led administration in the area of human rights protection. “The recent end SARS campaign, the move by the federal legislators to regulate the NGOs, the widely reported cases of inhuman treatment of civilians by the soldiers in different forms of “dances” are but a few human rights questions in our recent past.</span><span style="background-color: white; color: #0d0d0d; font-family: "roboto" , sans-serif; font-size: 15px;">It is worrisome that despite Nigeria’s adoption of major International human rights instruments and the incorporation of human rights in the constitution, human rights protection in Nigeria remains appalling. “LEDAP recommends that proper training of law enforcement agencies on the imperative duty to respect human rights is necessary to reduce the unlawful infraction of human rights. “We also recommends legislative action and strongly advocates for the decriminalization of “petty offences” under Nigerian penal statutes as their criminalization has not served the end of justice or rehabilitation but have rather being a tool for wrongful arrests, increased criminality, illegal detention without proper trial, bribery and Human rights violations. “LEDAP therefore, calls on the government to uphold international legal obligations and incorporate constitutional and institutional reforms at all levels with the overall objective of advancing the cause of human rights.” Similarly, Human Rights Monitoring Agenda, HURMA’s Convener/Executive Director, Mr Buna Isiak, on the need for Nigerians to be mindful of their rights, attributed the frustration in the country to the breaches in the fundamental rights of many Nigerians. At a seminar to mark the day, he said “Today is an opportunity for us to know where we are in term of human rights. We see people leaving the country everyday, this is as a result of breaches in fundamental human rights. That is why HURMA is enlightening people about what constitutes their rights and we are encouraging them to fight for these rights.” A Lagos-based lawyer, Dr. Muiz Banire, SAN, attributed human rights breaches in the country, to the ignorance of Nigerians  to their rights, which he said contributed to the suffering of many in the country. The lawyer urged Nigerians “To go and learn more about their rights because there is too much ignorance about their rights, that is why the suffering in the land will continue.” A Lagos State House of Assembly member representing Shomolu Constituency 1, Emmanuel Olowo, called on Nigerians to be active in the electoral processes in the country, as it was their right, if they desire to be free from the burden of those who governing them. He said: “Nigerians should be active in choosing their leaders. They should choose leaders that will make them to achieve their purpose in life, choose the leaders that will make them achieve their hearty desires, choose leaders that will protect their welfare and provide security for them. All these can only be achieved by the power of their vote and if they know their rights.”</span></div>

<div dir="ltr" style="text-align: left;" trbidi="on"> <span style="background-color: white; color: #0d0d0d; font-family: Roboto, sans-serif; font-size: 15px;">My attention has been drawn to a story emanating from an opposition newspaper linked to a prominent member of the All Progressive Congress, alleging that the U.K. Department For International Development, DFID, claimed that $32 billion was lost to corruption during the Jonathan administration. Let me say that this alleged claim by the DFID is false and did not emanate from the U.K. Department For International Development. First of all, the U.K. Department For International Development DOES NOT meddle in the internal affairs of nations in which she operates. Secondly, DFID is not an auditing or law enforcement body and is neither equipped nor qualified to make such judgments. This false news was planted in the media by persons who were very disturbed with the highly successful convention of the Peoples Democratic Party this past weekend (December 9-10, 2017), whereas the All Progressives Congress has not been able to hold its convention since 2014 even though its own constitution mandates that such conventions must be held every two years. On the issue of corruption, permit me to state the obvious, which is that Nigeria made her best improvement in Transparency International’s Corruption Perception Index in 2014 when we moved 8 places forward from 144 in 2013 to 136 in 2014. This was due to the many technologically driven anti corruption efforts of the Jonathan administration including the Integrated Payroll and Personnel Information System (IPPIS) which weeded out 50,000 ghost workers from the payroll of the Federal Government and the e-wallet system of fertilizer distribution which eliminated the corruption in the fertilizer distribution regime. Also, the dismissal, and declaration of arrest of Abdulrasheed Maina, by the Jonathan government, played a role in this improvement. Since Jonathan left office, Nigeria has not made any improvements in Transparency International’s Corruption Perception Index. Indeed, how could we, when Maina has been recalled, reinstated and given double promotion (according to Maina he was recalled after the President directed the AGF to visit him in Dubai). Maina was even bold enough to print gubernatorial posters to contest elections under Buhari. This is not forgetting the $25 billion worth of contracts that was awarded without due process at the Nigerian National Petroleum Corporation under the President as minister of petroleum. Just in case Nigerians have forgotten, the GMD of the NNPC awarded $25 billion worth of contracts without due process. To put this in perspective,  that money can pay 1 million Nigerians minimum wage of ₦18,000 for 5 years and can educate 1 million Nigerians from nursery school to post graduate level. Nigerians have also clearly seen that this administration gives handcuffs to its opponents, hence an Anyim, suspected of corruption was arrested, but gives handouts to its cronies, hence a Babachir Lawal, confirmed to have looted, is allowed to go scot free and even permitted to nominate his cousin to succeed him and cover his tracks. In conclusion, the U.K. has a freedom of information policy and Journalists can approach the U.K. Department For International Development, to confirm that they never made such false allegations against the Jonathan administration. Bomb blast kill four in Borno

A Nigerian military source confirmed the incident and put the death toll at five. The explosion happened at about 12:30 pm (1130 GMT) on Monday in the border town of Pulka, in the Gwoza area of Borno state, where a Spanish team from the medical charity is providing healthcare. It was initially thought the blast was caused by a suicide bomber. But a military source in the town said later that examination of the blast scene indicated it may have been caused by a mortar shell. Ivan Munoz, an MSF spokesman in Borno state, said that the blast killed three people and injured seven, one of whom subsequently died after being admitted for treatment. “All our staff are safe. The team is monitoring the security situation to assess any further steps,” he added. The military source, who asked not to be identified because he was not authorised to speak to the media, gave a higher death toll of five. “We are still examining the fragments (of the mortar shell) to determine where it came from and who is responsible,” he added. “It is not clear if it was a stray projectile or deliberate attack.” Boko Haram has carried out attacks before against internally displaced people (IDPs) but using rocket-propelled grenades (RPGs) rather than mortars. In September last year, at least seven people were killed when the jihadists fired an RPG at a camp at Ngala, also in Borno state near the border with Cameroon. The camp was set up in January 2016 and housed some 80,000 people, many of them Nigerian refugees who had fled across the border because of the fighting. IDPs have been particularly vulnerable to attack during the conflict, especially from suicide bombers, exacerbating already difficult conditions for aid agencies working to stave off a humanitarian crisis. In April, Islamist militants abducted 18 girls and women from Pulka, which is about 110 kilometres (70 miles) southeast by road from the Borno state capital, Maiduguri. Boko Haram fighters still operate in hard-to-reach rural areas, including the mountains around Gwoza, where in August 2014, Boko Haram factional leader Abubakar Shekau declared a self-styled caliphate. In Pulka in November last year, troops rescued one of the 216 schoolgirls who were kidnapped from their school in the Borno town of Chibok in April 2014. MSF provides primary and secondary healthcare in Pulka, including outpatient care, emergency medicine and maternity services, as well as public health projects.</span></div>

President Buhari and other world leaders and participants will make presentations under four sub-themes. They are Scaling-up Finance for Climate Action; Greening Finance for Sustainable Business; Accelerating Local and Regional Climate Action; and Strengthening Policies for Ecological and Inclusive Transition. President Buhari signed the Paris Agreement on Climate Change at the side-lines of the 71st Session of the United Nations General Assembly in New York on September 22, 2016. He noted then that the country’s signature “demonstrated Nigeria’s commitment to global efforts to reverse the effects of the negative trend”. He followed that significant step by signing the Instrument of Ratification of the Paris Agreement on March 28, 2017 at the State House, Abuja, making Nigeria the 146th party to the Paris Treaty. The stakeholders told  Newsmen in Lagos that if they were involved in future planning, the carnival would be more colourful and be of international standard he 2017 edition of the Lagos Street Carnival was held on Sunday, Dec. 3, at Oba Akran Avenue, Ikeja, Lagos State. Mr Mojeed Balogun, the Chairman, Ikeja Local Government Area (LGA) said that he was honoured that the carnival was brought to Ikeja axis; as  this created employment for petty traders. Balogun, however, said that if the area councils were directly involved in the planning process, he was sure that the residents of the axis would have displayed more of its cultural heritage at the carnival. “I applaud the LASG for hosting such a fantastic and colourful event but I think there is need for improvement. “There is the need to get stakeholders across board involved for an even bigger and more colourful event. “Stakeholders were not properly involved in the organisation of the carnival. That is where we are lacking, ” Balogun said. Mr Niyi Saliu, Chairman Eredo Local Council Development Area (LCDA), commended the organisers of the event adding that there was the need to look for a more spacious space that could adequately accommodate revelers in future. “The crowd was overwhelming and the venue did not seem to contain them despite the fact that Oba-Akran Express Road was blocked. “It was, however, an event to for fun seekers who came to witness the carnival, “he said. Saliu, however, urged the LASG to include the LGAs in their respective authorities in the planning process of subsequent carnivals. The chairman said that being part of the preparation process would diffuse ideas across board and enable them prepare for a better display of cultural values. Mrs Folashade Olabanji-Oba, Vice Chairman, Ikorodu LGA commended the beautiful display of attires showcasing various cultures of the state. Olabanji-Oba said that it was an opportunity for the state to display to the entire international community the extent of its development in terms of arts and culture. “This development will inadvertently have a significant effect on the tourism sector in the country, ” she said. Mrs Saidat Otulana, Director of Culture, Lagos State Council for Arts and Culture, said that Lagos was promoting excellence in the arts and cultural sector in the state. “Lagos State is the sixth largest economy in Africa and we are working hard to make it one of the biggest tourist attraction centres in Africa. “We will achieve this goal by continually developing the arts and culture sector, displaying our rich cultural heritage through the organisation of our carnivals,” she said. Otulana, however, said that more advertisement needed to be done to engage the participation of more people and corporate bodies in subsequent carnivals. The director said that the tourism sector had huge potential to become a major revenue spinner for the economy if it was adequately harnessed. Oba Akeem Agbaosi-Eweogbaja 1, Alaguda of Aguda, and the acting paramount ruler of Ikeja, commended the organisers of the event. He said that the carnival brought people of diverse ethnic groups together in unity and was free of crime usually associated with past street carnivals because of the presence of security personnel on board. He noted that discussions at the conference were productive and frank, saying this was due in no small measure to the interventions of President Buhari. “Others who attended the summit described President Buhari’s contributions as cogent, timely and highly perceptive.’’ The theme of the summit was “Investing in Youth for a Sustainable Future.” He said: “At the summit, the President declared that the single most important investment we must make is to grow and develop our economies in ways that will provide jobs for our youths. “While we also must invest in education and in other social areas, he emphasized that it is upon our economic maturation that the future of Nigeria and Africa will hang. “Without jobs, even educated youth become vulnerable to forms of extremism, ranging from joining the ranks of terrorists to risking their lives migrating to Europe through the “sea of sand that is the Sahara and the unforgiving waters of the Mediterranean. “He said we must declare this the era of African industrialisation for this must be the primary goal of all AU members. “President Buhari said this and future AU-EU summits must be dedicated to this goal.’’ On trade and investment, President Buhari said Nigeria was not opposed to trade reform but said reform could not be indiscriminate. He said that trade reform should only occur within the context of the push to industrialise. According to him, direct foreign investment that produces jobs and creates tangible wealth must be encouraged. With regard to peace and security, President Buhari stressed the need for greater cooperation to halt human trafficking and the need to act to curb the deaths of desperate migrants. The President, who focused attention on Libya, said the once stable nation had become a house of chaos where northbound migrants were often sold into slavery and the means of violent terrorism were transported southward to upend political stability and peace in the Sahel. President Buhari called on the EU to work more diligently with the AU to bring normalcy to Libya and for the EU to be more forthcoming with humanitarian aid to those directly affected by terrorism. Buhari In a statement by his media adviser, Femi Adesina, President Buhari joined the teeming fans of the two Nigerian artistes in Nigeria and all over the world to celebrate the highly deserved and meritorious recognition. WizKid won “International Best Artist’’ award, while Davido picked the “Best African Act’’. The President affirmed that both singers have showcased the rich talents in the country, and brought pride to the nation through their many songs and performances. He commended their dedication, hard work and charity works. President Buhari also called on the upwardly mobile artistes to be cautious and mindful of likely distractions to their careers, urging WizKid and Davido to serve as ambassadors of the country and role models to upcoming musicians. In the award on Wednesday night, Wizkid  beat a strong field including Jay-Z, Drake, Travis Scott and Kendrick Lamar to net the best international artist prize. Other artists edged out by Wizkid are Cardi B, DJ Khaled, Migos, Solange Knowles, SZA Davido, also emerged the best African Act for the year, beating  a field of artists, including Wizkid to get the award. The other artists in the pack were: Eugy, Juls, Maleek Berry, Mr Eazi, Sarkodie, Tekno, Tiwa Savage and Wande Coal. Wizkid won the award in 2016. The MOBO awards, which started in 1996, is Europe’s music award event. It is the most important and influential event for music makers and fans,  perhaps Europe’s equivalent of Grammy. It recognises and honours the artistic and technical achievements of exceptional British and international talent in the musical fields of Hip Hop, Grime, RnB/Soul, Reggae, Jazz, Gospel, and African music. The President affirmed that both singers have showcased the rich talents in the country, and brought pride to the nation through their many songs and performances.
